AFM Bylaw Change

(This AFM bylaw change, otherwise known as Amended Emergency Recommendation #8, was adopted at the AFM Convention and is not subject to further ratification.)

1. Per capita: $2.00 increases effective Jan. 1, 2004, 2005, 2006 and 2007 for regular, life and all other members. Periodic local dues shall be increased in the same amounts unless the local obtains an IEB waiver.

2. Casual and Club Date Funding: $100,000 annual budget to include $25,000 already allocated for current Casual Club Date Co-Funding program with remainder to be available for assistance in, e.g. traveling claims, contract guarantee, online booking and referral services sponsored by the Federation an/or locals.

3. Work Dues

a. Commencing Jan. 1, 2004, for symphonic employment the 0.5% of scale wages payable by the local(s) to the Federation as Federation work dues shall be 0.55%. All local symphonic work dues shall be increased by 0.05 percentage points unless the local obtains an IEB waiver.

b. Commencing Jan. 1, 2004, the local portion of the 12% work dues on new use and clip use, etc., (currently 2%) shall be reduced to 1.5% and the Federation’s portion shall be increased to 10.5%.

c. Commencing Jan. 1, 2004, for employment under Pamphlet B-Touring Theatrical Musicals or under any Federation negotiated Pamphlets covering touring employment, the 0.5% of scale wages currently paid by the Federation to the locals shall be retained by the Federation.

4. Other Payments

Commencing with distributions on or after January 1, 2004, each individual musician who receives a distribution from the Sound Recordings Special Payments Fund, the Film Musicians Secondary Markets Fund and/or the Canadian counterpart supplemental market funds (“Funds”) shall make a payment to the Federation based upon his/her annual individual gross distribution from each Fund, pursuant to the following schedule:

5. Committees

a. The Joint Law and Finance Committee shall, at the 2003 Convention, select from among its members three (3) members who shall serve as a Standing Oversight Committee until the 2005 Convention. The Committee shall receive copies of all budgetary materials prepared for the Federation, attend the third quarter meeting of the IEB, provide advice on budgetary matters on an ongoing basis and may consult with the Federation’s auditor as it deems appropriate.

b. The Federation President shall designate a Futures Committee at the 2003 Convention that shall consist of: the Federation President and Secretary-Treasurer as ex officio members; three (3) IEB members; nine (9) current local officers (one of whom shall serve as Chair) appointed by the Federation President; and a representative from each of the five (5) Players’ Conferences. The Committee shall review the relationships between the Federation, the locals and their members with a view toward achieving the most effective membership representation. The reasonable and necessary expenses of the Committee shall be borne by the Federation. The Committee shall make a Report of its recommendations to the IEB no later than January 1, 2005 and shall meet with the IEB at its first meeting in 2005 and may submit to the Convention any Resolutions the Committee deems appropriate.
